Foreign nationals who want to purchase a real estate in Malta will have to sign a Konvenju or Promise of Sale once they have decided on the property they want to buy. This is a legal binding agreement between the buyer and the seller that entails paying 1% of the 5% provisional stamp duty. Usually, foreigners from the EU member states are not required to have a permit in order to buy a property in Malta, but for non-EU foreign nationals, they are obliged to get an AIP (Acquisition of Immovable Property) permit. Foreign buyers are also required to pay certain amount before they can get on the property ladder. Currently, it is priced at €99,000 for an apartment and €131,900 for a house.
